1.  Job Title:  Senior INFOSEC Systems Specialist

Minimum/General Experience: This position requires a minimum of five years experience, of which at least three must be specialized experience including system security analysis and implementation; secure system engineering and/or design, design assurance or testing for INFOSEC products and systems computer networking technology and work in protocol and/or interface standards. General experience includes software engineering; program design and implementation; configuration management; or maintenance, integration or testing, and information system engineering, analyst or software experience.

Functional Responsibilities: Provides customer support in solving all phases of complex INFOSEC - related technical problems. Reviews and recommends INFOSEC solutions to customer problems based on an understanding of products/systems test results. Conducts systems security analysis and implementation, system engineering, electrical design, design assurance, testing, software engineering, program design, configuration management, integration and testing of INFOSEC products and techniques. Solutions are based on a firm understanding of government/industry policy, practices, procedures, and customer requirements. Particular attention placed on Intrusion Protection Systems/Intrusion Detection Systems (IPS/IDS) such as Guard, Firewall, Secure Network Server, PCMCIA format security solutions, “Smart Cards”, and emerging security technologies and future trends in support of information system and network security. Insures that INFOSEC solutions are fully compatible with or engineered into the customer’s network design. Provides work direction and guidance to other personnel; ensures accuracy of the work of other personnel, operates under deadlines, able to work on multiple tasks.

Minimum Education: A Bachelor’s degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, social sciences, mathematics, or business/finance.

Education and experience requirements may be substituted with:

1. A Master’s Degree (in subjects described above) and two years year of specialized experience as detailed above.

2. A PhD Degree (in subjects described above) and one year of specialized experience as detailed above.

3. Three years of additional applicable experience may be substituted for Bachelor’s degree.

4. Five years UNIX experience.

Security Clearance:  Must be a US Citizen.  Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information.  An in-scope SSBI (within five years) and a US government TS/SCI clearance within the last 24 months are required.

Additionally, all personnel must have the following qualifications to work on this task:

  • Shall have at least five (5) years experience using Microsoft Office software applications to include Word, Excel, and PowerPoint.

  • Shall have at least five (5) years operations and maintenance experience with Intel-based computers using Microsoft based operating systems.

  • Shall have at least five (5) years operations and maintenance experience with one or more of the IDS/IPS systems currently in use by the Department of Defense (DoD) (i.e., Air Force, Army, DISA) or Federal Government and at least five (5) years experience in the following areas: IP addressing and domain name service; network components; TCP/UDP, FTP, SMTP, and HTTP; and the network OSI model.  Individuals must demonstrate their knowledge in these areas by successfully completing proficiency examinations according to 33 NWS training standards.  These experience requirements do not apply to the Operational Process Tracking and Processing, and Facility and Equipment Custodian positions.

Personnel supporting the 33 NWS NetD operations (33 NWS/DOO) shall have three (3) years and Advance Threat Analysts ( DOB), Incident Response Analyst (DOK), and UNIX system administrators shall have five (5) years experience in the following UNIX functions: general operating system file locations, maneuvering through directory file structures, use of an editor (vi, tedi, emacs, elm, EDT, EVE), generic operating system file locations, changing file mode and privileges, access, reference, and print help on-line.  Personnel shall demonstrate their knowledge in these areas by successfully completing proficiency examinations according to 33 NWS training standards.

The customer organization requires 24/7 support, so shift work is expected.  Work is expected to occur on holidays and on weekends.

2. Job Title: Force Development and Advocacy Support (Multiple Positions)

Job Description/Responsibilities: Incumbent will perform assigned duties supporting a Force Development mission,. This mission is to develop and maintain a comprehensive training and education status by establishing standard and a learning continuum in order to develop a force of adequately trained and educated professionals. Incumbent will also support advocacy efforts to improve planning and integrative analysis capabilities across DoD and enable capability to provide advocacy for requirement management and doctrine development. 

Specific Job Details: Provide expertise to develop and maintain training, education, and force management functions and provide inputs into the management processes for the development and maintenance of DoD forces. Support the mission to create, coordinate and ensure training and education strategies, plans, methodologies, and force management processes are orderly and are designed to achieve the highest capability within available assets. Will also support long term DoD advocacy issues by aggregating and validating emerging technologies and future requirements through the appropriate advocacy process. Provide recommendations for providing a common framework for doctrine development by standardizing best practices across DoD.

Education:  Bachelor’s degree.

Experience: Ten or more (10+) years of progressive experience in military planning and operations, training management procedures for personnel, and Force Development and Advocacy roles, process and procedures. Experience will include all aspects of Force Development to include training, education, and Force Management and understand requirements management process. Capable of working with various inter-government processes, policies & procedures and have experience in development and staffing.

Desired: Knowledge of one or more of the following Joint (or Service component) processes: Doctrine Development; Manpower/Personnel; Strategic Planning System; Planning, Programming, Budgeting Execution System (PPBE), Joint Capabilities Integration Development System (JCIDS); Operations Concept Development and experimentation; Defense Acquisition System.

Requirements: Must be a US Citizen. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. General Working Conditions/Requirements:

· Moderate travel is required; approximately 10%

· Office/sedentary work environment, with prolonged sitting

· Exposure to normal light conditions and computer monitors

· Normal office environment noises; to include computers, environment controls, normal communications, etc
